Unless the foliage on the grass has turned brown in color, the grass is still alive.The plant is putting its energy into root development this year and should come back bigger and better in spring. Hopefully, the pampas grass you got a division of was growing in your hardiness zone. Here in zone 5, true pampas grass (cortaderia) is not hardy, but a grass sometimes referred to as hardy pampas grass (erianthus) is.
